2004 Candidate Résumés

DISTRICT #1

Michael L. NugentI, Michael L. Nugent, have been a member of Homer Electric Association, Inc. for 17 years.

My board experience includes the Unocal Employees Federal Credit Union from 1993 to 1996; the Alaska State Chamber of Commerce from 1997 to 2000; the Kenai Chamber of Commerce from 1997 to 2003; the North Peninsula Chamber of Commerce from 1997 to 2003 and Homer Electric Association from October 2003 to present.

My work experience includes three years as a Mechanical Engineer in oil refining in Texas; four years as a Mechanical Engineer in the copper smelting industry in Montana; 15 years as a Mechanical Engineer and in various supervisory positions at fertilizer facilities in Alaska, Washington, and California; four years as owner/operator of a small grains and hay farm in Montana; six years as General Manager of Agrium’s Kenai Nitrogen Operation in Kenai, Alaska. I am presently retired and enjoying Alaska.

If elected to represent the members of Homer Electric Association, my main goal will be to ensure that electrical service be provided as reliably and as reasonably priced as possible, both now and in the future.

Ronald RaineyI, Ronald Rainey, have been a member of Homer Electric Association, Inc. for 18 years.

I have served Homer Electric Association as a board member for nine years. During that time, I served as Operation Chairman, Vice President and President of the Board. In addition, I worked for six years as an HEA employee in management. Other utility experience includes 25 years in electric and gas utilities outside Alaska. During this time, I managed a division of more than 300 employees and 250,000 customers. My utility career began as a laborer on an electric construction crew.

HEA faces many challenges in the future with rising natural gas prices and continuing supply problems. We must develop a long-term energy strategy that includes other generation fuels and less dependence on single source suppliers. I have the experience, time, knowledge and energy to meet the challenges our co-op is facing. Your vote is appreciated.

DISTRICT #2

Patrick S. Cowan: I, Patrick Cowan, have been a member of Homer Electric Association, Inc. for 28 years.

My board experience includes Colorado Jr. C of C, Planning & Zoning Committees, City Councils, Chamber of Commerce, Alaska Independent Ins. Agents & Brokers, Bank Advisory Boards for National Bank of Alaska & Wells Fargo, AK Agricultural Revolving Loan Fund Board, HEA Board, Church council.

My work experience includes U.S. Navy; Commercial Banking, Management; Business Development Manager, Northern Region of Alaska for NBA; President, Cowan & Cowan, a multi-lines Insurance Agency; Exec. Director, AK Independent Insurance Agents & Brokers Assn.; Ex. VP & CEO, South Central Insurance Agency; Partner, President & CEO Birch Ridge Golf Course.

If elected to represent the members of Homer Electric Association, my main goal will be to keep electrical rates and other charges as low as possible while continuing to deliver superior service. In view of the fact that a very large percentage of the electrical power in the Cook Inlet Basin is generated by natural gas, and we all recognize the fact that natural gas prices are increasing, it is imperative for the HEA board to utilize innovative management techniques to maintain rates and keep charges at a minimum.

Deborah S. DebnamI, Deborah Debnam, have been a member of Homer Electric Association, Inc. for 10 ½ years. 

I have served on the Homer Electric Board for the last 3 years. During this time I was the appointed voting delegate to NRECA, CFC and NRTC. I am currently Secretary Treasurer and Chairman of the Finance Committee.

My work experience includes: Small business owner/operator of Alaska Wedding Brokers for 4 years in Sterling, Alaska, along with independent business and financial consulting since 1976.

My utility experience was drawn from 15 1/2 years in management at Chugach Electric. During that time I graduated from the NRECA Management Internship Program in Lincoln, Nebraska.

I am very proud of this board’s accomplishments in the last three years, especially the lower rates we now enjoy. If elected I will continue to represent the member/owners of Homer Electric Association to ensure low cost, reliable power on the Kenai Peninsula.

DISTRICT #3

Roseleen L. MooreI, Roseleen L. Moore, have been a member of Homer Electric Association, Inc. for 30+ years.

My board experience includes current HEA board, past chairperson; Alaska CFAB, board member, past chairman; United Fisherman of Alaska, member; North Pacific Fisheries Association, member; Homer Chamber of Commerce, member, past treasurer; Kachemak Bay Defense Fund, board member, Secretary/Treasurer; Alaska Seafood Promotional Council, board member; National Fish and Seafood Promotional Council, board member, chairman; National Fisheries Institute, member.

My work experience includes 23 years co-owner of Northern Enterprises Boat Yard, Inc., 34 years owner/operator of a fishing operation in Cook Inlet, AK Peninsula, Bristol Bay, Prince William Sound. Currently fishing Bristol Bay on F/V Razor’s Edge.

If elected to represent the members of HEA, my main goal will be to keep our electric rates competitive with the rest of the Railbelt area of Alaska. There has been no rate increase in seven years on the Kenai Peninsula. Competitive rates will hopefully attract new business to the Peninsula. We have had a lot of change on the board and though change is good – stability is also important for any organization.
