
Homer Electric Association members will be electing
candidates to the board of directors and voting on two
ballot propositions as part of the 2007 Annual
Meeting. This year’s Annual Meeting will take place on
May 3 at Kenai Central High School.
There are three director seats on
the nine-member board that will be on the ballot.
Homer Electric directors are elected by district, with
members voting only for candidates in their respective
districts.
In District 1 (Kenai –Nikiski),
the candidate for the open seat is incumbent Mike
Nugent of Kenai.
In District 2 (Soldotna –
Sterling), the candidates for the open seat are
incumbent Debbie Debnam of Sterling and Soldotna
resident Ed Oberts.
In District 3 (Kasilof – south
Kachemak Bay), the candidates for the open seat are
Loren Ahlers of Kasilof, Jenny Dewees of Homer, Brian
Hirsch of Homer, and incumbent Roseleen (Snooks) Moore
of Homer.

Two
ballot propositions will also be on the ballot.
Proposition 1 would amend the bylaws of the
cooperative to eliminate the nomination of director
candidates from the floor at the Annual Meeting. The
vast majority of the votes for the director election
are cast by mail and the nomination of candidates from
the floor is inconsistent with the mail-in vote
procedure.
Proposition 2 would amend the
bylaws of the cooperative to allow the board to make
early retirement of capital credits at a discounted
rate and also allow the cooperative to retain margins
earned from sources other than members. This would
give the board more flexibility in the distribution of
capital credits, potentially resulting in lower rates
for members.

The ballots will be mailed out to Homer Electric
members on March 30. Mail-in ballots
must be returned to Homer Electric by 5 pm on May 2.
Members can also vote in person at the Annual Meeting
at Kenai Central High School at 6 pm on May 3.

Note:
A recent Homer Tribune article mistakenly reported
that Homer Electric Association mailed a questionnaire
to candidates for the Board of Directors and the
results would be available on the HEA web site. In
fact, HEA did not send out the questionnaire. The
questionnaire was developed and mailed out by Cook
Inlet Alliance. Any questions regarding the
questionnaire should be directed to representatives of
Cook Inlet Alliance.
