Vendors are required to register and create a free profile. Once registered with VendorLink, you will immediately have access to download solicitations. Frequently Asked Questions

VendorLink is a web-based software managed by LinkSystems, LLC. VendorLink will be utilized by HEA for solicitations that include Request for Bids and Proposals, Request for Qualifications, and for other HEA procurement. The following is intended to assist users in registering and accessing HEA solicitations published on HEA’s VendorLink webpage. For any questions not addressed in this guide, refer to the Help menu on HEA’s VendorLink site.

How do I automatically receive notifications of new HEA solicitations on VendorLink?

Users may receive notifications of new solicitations on HEA’s VendorLink by enabling the [checkbox description below] and selecting Update in the Commodity Codes selection. Users may unselect this checkbox if they wish to no longer receive notifications of new solicitations in HEA’s VendorLink.

Is there a fee to register and access HEA’s VendorLink site?

There is no fee to register and access HEA’s VendorLink site. However, registered users accessing non-HEA VendorLink sites may be subject to fees. Companies must be registered on HEA’s VendorLink site (HomerElectric.com/Bids) to access and register as plan holders for published HEA solicitations. It is important to note that users are responsible for the accuracy and completeness of their provided company information. HEA is not responsible for inaccurate information supplied by users in their HEA VendorLink account profile, users that fail to register, or users that fail to receive notifications of current and future solicitation updates. It is encouraged that multiple contacts from a single company register as a single user with multiple contacts.

Do I need to supply all my company information asked?

Users registering for an account on HEA’s VendorLink site are required to provide information specified to aid in the user and HEA’s communication on solicitations. All provided user information on the registration process is not published to Registered Plan Holders, only the following information is provided to other registered users:

  • Company or business entity name and address.
  • Company main point of contact information (e-mail, phone number).
  • Business/vendor entity type and supplied services.

Users may optionally provide company provided company specific information to HEA’s VendorLink system (W8, W9, Small Business/Local Business/Veteran Owned/Minority Owned Programs, Business licenses, other IRS required). Presented or absence of some or all of this information will not impact users access and participating in solicitations on HEA’s VendorLink system. HEA, at its sole discretion, may require such additional information to be provided by users at any time during the solicitation process.

How do I view HEA open solicitations?

On HEA’s VendorLink site, visitors may select Bid Solicitations on the top of the page and select Search Solicitations to view scheduled and current solicitation information.

How do I access the solicitation documents?

Registered HEA VendorLink users may access any available Active Solicitation documentation by selecting the subject solicitation View Solicitation button located at the right side of the solicitation. The View Solicitation window allows for:

  • Access to all current solicitation information and documents. Users will automatically be added as a Registered Plan Holder when downloading any file from the subject solicitation.
  • View all Registered Plan Holders for the solicitation. Registered Plan holders will receive e-mail updates to current and future solicitation information via Bids@HomerElectric.com. Users are encouraged to check their spam/junk filters to allow e-mails from Bids@HomerElectric.com from being blocked.
  • Access to important solicitation dates, submitted questions from plan holders, and solicitation specific requirements (example, any required bid bonds).

When registering as a user on HEA’s VendorLink site, what Commodity Codes do I need to select?

Users registering on HEA’s VendorLink site are required to enter at least one or more Commodity Codes (company and services classification codes) to their profile. Selection of one or more Commodity Codes will not affect access to any HEA solicitations on HEA’s VendorLink site. Commodity Codes are applied to access other non-HEA VendorLink solicitations upon request of the user to search non-HEA solicitations.

How does the HEA VendorLink work for pre-bid or pre-proposal meetings?

if there is a scheduled pre-bid or pre-proposal meeting for the solicitation, the HEA VendorLink solicitation will have the meeting information and instructions listed in the Preconference(s) section. If there are no Preconference(s) required, this field will display no information and list a total of 0 meetings.

How do I submit questions for solicitations?

Users must review and adhere to the solicitation requirements for submittal of questions (usually provided in the Notice & Instructions document). If specified to submit questions the subject solicitation using HEA’s VendorLink system, users must submit questions as outlined in the View Solicitation page. Users may contact the HEA point of contact for the solicitation for further instructions or if they experience problems submitting questions on HEA’s VendorLink system.

How do I submit my bid or proposal?

Users must review and adhere to the solicitation requirements for submittal of bids and/or proposals (usually provided in the Notice & Instructions document). If specified to submit bids and/or proposals for the subject solicitation using HEA’s VendorLink system, users must select the Create a Quote/Bid button on the View Solicitation page and follow the instructions. Users selecting this button may prepare and upload a draft/final submittal for the solicitation. Selection of the Create a Quote/Bid notifies HEA that the user intends to or has submitted a bid and/or proposal for the solicitation; HEA will receive no submitted information until after the Due Date. Users may amend/revise or remove their bid/proposal documents prior to the Due Date. Alternatively, users may elect to not submit a bid and/or proposal for the solicitation by selecting the I wish to NOT submit a Quote/Bid button on the View Solicitation page. Selection of the I wish to NOT submit a Quote/Bid button notifies HEA that the user has elected to not provide a submittal. Users may contact the HEA point of contact for the solicitation for further instructions or if they experience problems with their submittal on HEA’s VendorLink system.
